COMMITTEES

In March of 2006, the Board approved a comprehensive revision of CalTIP's governance structure. Through the work of the Policy Refinement Task Force and the subsequent Policy Implementation Task Force, the Board approved refinements to that structure in September, 2006. The new governance structure established three committees, as follows:

OVERSIGHT COMMITTEE

The Oversight Committee reports to the Board and has the full authority of the Board in acting within its designated responsibilities, which are as follows:

  • Monitoring preparation of the Budget by the General Manager and recommending adoption to the Board

  • Hearing and acting upon appeals

  • Considering and acting upon contractual issues exceeding the authority of the General Manager

  • Hiring the financial auditor and General Counsel

  • Monitoring the performance of the General Manager

  • Monitoring the sufficiency and effectiveness of Board policy and compliance by the members

MEMBER SERVICES COMMITTEE

The Member Services Committee performs those management functions that exceed the General Manager's authority as defined by Board Policy, with respect to reviewing and acting upon applications for membership, requests for settlement authority and implementation of loss control strategies. The Committee works at all times in cooperation with the General Manager and with independent consultants.

FINANCE & ADMINISTRATION COMMITTEE

The Finance & Administration Committee performs those management functions that exceed the General Manager’s authority, as defined by Board Policy, with respect to development of recommendations to the Board regarding confidence levels and rates and implementation of investment policy. The Committee works at all times in cooperation with the General Manager and with independent consultants.
